A flag / bumperstickers, who is black with a blue stripe horizontally with the letter "A" in the middle?

I live in Arkansas, and I've seen this symbol everywhere .. The blue stripe is larger than the two black stripes on the outside. I can not seem to find what this symbol means / represents and driving me insane! please help.

Perhaps a version of Anarchy? Im not sure how you describe it could be something to do with a university in Arkansas?
